The magnitude of the penetration error is critical in determining whether a high-speed railway tunnel project can effectively penetrate as per the project's predictions. This paper discusses a comprehensive approach based on measurement standards and controlled by the permissible limit of penetration error. The methodology involves designing control measurement schemes for both the external and internal tunnel environments using design data, followed by simulation calculations to estimate lateral penetration accuracy and optimize the control network configuration. Finally, the implementation of control measurement and data processing methods leveraging the strengths of different software is presented.
