This study analyzes digital archive management and population administration services at the Department of Population and Civil Registration (Disdukcapil) of Merangin Regency. The research employs a qualitative descriptive approach through literature review and document analysis. The findings indicate that digital archive management at Disdukcapil Merangin faces significant challenges, including limited server infrastructure, unstable internet connectivity, and inadequate digital literacy among staff. These obstacles impact the efficiency of population administration services, including delays in document retrieval and issuance. The study also identifies the JEBOL (Jemput Bola) program as an innovation that partially mitigates accessibility issues for remote communities. However, the program faces technical constraints related to electricity supply and network coverage. The research concludes that optimizing digital archive management requires strengthening infrastructure, enhancing human resource competency, and developing integrated Standard Operating Procedures (SOP).
