This paper analyzes the necessity of transforming the People’s Committee institution from the principle of “collective leadership” to a “chief executive system” within the Draft Special urban area Law, aiming to meet the demands of megacity governance in Ho Chi Minh City (HCMC). The primary focus of this research is to propose three groups of institutional solutions: (1) individualizing the decision-making, organizational, and rule-making authority of the Chairperson of the People’s Committee (PC); (2) reallocating jurisdictional boundaries vertically (with the central government) and horizontally (with the People’s Council); and (3) establishing substantive control of power accompanied by legal immunity. Thereby, the paper aims toward constructing a flexible and highly responsive executive apparatus capable of driving developmental breakthroughs.
