The organization of territorial administrative units constitutes a fundamental component of the institutional structure of local government. This article focuses on proposing solutions for designing territorial administrative units that are compatible with the governance model of Ho Chi Minh City as a special urban municipality. In addition to grassroots administrative units, it argues that special urban municipalities should establish special economic administrative units and cities under centrally governed municipalities
