Subject. This article focuses on the ways to increase the observability of the state and functioning of the main elements of cooperation and supply of fuel and energy resources in the context of threats and risks of hybrid attacks. Objectives. The study aims to create a single set of mechanisms for monitoring the management processes of the supersystem elements to optimize the parameters of digital support for the reliability of its operation. Methods. For the study, I used methods of the system-structural approach. Results. The article proposes the organizational design and structural optimization of the existing industry supply system of fuel and energy resources within the framework of standard cooperative schemes with the possibility of reconfiguration of cooperative chains depending on the global market. Conclusions. Increasing the observability of the state and functioning of the main elements of infrastructural subsystems for clusters of organizational and economic agents allows us to formulate measures to create a system framework for monitoring and forecasting their dynamics. The implementation of these measures is based on digital services developed based on supercomputing technologies.
