This study investigates how prioritizing projects based on Disruptive Technologies can help mitigate institutional risks in Higher Education Institutions (HEIs) and promote their transformation into Smart Universities. The objective is to propose an integrated academic management model, aligned with SDG 4 – Quality Education and the Brazilian Charter for Smart Cities, that ensures physical and psychological safety and academic integrity for university members. The research adopts a qualitative-quantitative approach, with the qualitative part based on an Integrative Literature Review and the quantitative part using the PROMETHEE I and II multicriteria methods to prioritize projects and public policies that use technologies to mitigate institutional risks. The results indicate that adopting projects or public policies supported by disruptive technologies, following established criteria, strengthens institutional protection, contributes to efficient academic management, and promotes more inclusive university environments.
