The JAZB (Judiciary AI Zero-Trust Broker) Enforcement Framework v1.0 presents a human-sovereign enterprise Authority-governance and enforcement architecture for artificial intelligence systems capable of consequential action. It establishes the first release of the independently versioned Enforcement publication family, building upon the architectural foundations developed through JASB and the historical JAZB Framework v1.x and v2.0 publications. The framework specifies how legitimate human organizational Authority, Human-Established Law, bounded delegation, judicial adjudication, independent Actuation, and protected evidence govern AI-assisted and agentic workflows. Its architecture is designed to ensure that artificial intelligence operates within established human Authority rather than independently acquiring, interpreting, or expanding its own governing powers. Architectural Structure The Enforcement Framework establishes three internal AGENT classifications: Assistant AGENT (AA): Provides bounded assistance and preparatory functions without independent consequential execution Authority. Executive Assistant AGENT (XAA): Prepares and coordinates delegated consequential work subject to judicial authorization and independent Actuation controls. Inspector AGENT (IA): Performs independent behavioral observation, maintains protected Point Policy evidence, and supports risk-proportionate verification without possessing enforcement authorization Authority. Separately, the Customs AGENT operates within Border Jurisdiction, including registered external and internal data-domain Customs Ports. It performs governed transfer inspection, persistent behavioral oversight, and evidence referral under Human-Established Law. The architecture distinguishes Internal Authority from Border Jurisdiction. The Judge adjudicates requests under established Internal Law and issues bounded, transaction-specific Judicial Instruments. Independent Actuation validates authorization and mediates consequential technical effects. Within Border Jurisdiction, Port Authority governs lawful passage determinations, including deterministic decisions prescribed by established Port Law, while independent Port enforcement mechanisms apply authorized transfer dispositions. Human sovereignty remains the governing principle throughout the architecture. AI systems cannot independently establish Law, create governing Authority, or expand their delegated permissions. Consequential actions require appropriately established authorization, enforceable boundaries, and independent verification. Publication Structure The JAZB Enforcement Framework v1.0 consists of seven standalone publications: Phase I: Foundational Architecture Phase II: Authority & Judicial Specification Phase III: Enterprise AI Customs Specification Phase IV: Security & Resilience Specification Phase V: Enterprise Implementation & Adoption Guide Phase VI: Standards & Compliance Mapping and Crosswalk Governance Phase VII: Reference Specification Phase VII establishes 320 numbered normative requirements governing the Enforcement architecture. Accompanying Release Notes document the architectural lineage, substantive developments, publication scope, and version identity. Architectural Lineage and Scope JAZB Enforcement Framework v1.0 represents a specialized development within the broader evolution of JAZB. The historical JAZB Framework v1.x and v2.0 publications remain independently identifiable and accessible as part of the framework's development record. The Enforcement publication family is independently versioned and does not supersede the historical Framework publications or constitute a new version of their Zenodo record. JAZB complements established cybersecurity, Zero Trust, identity management, risk management, and AI governance practices. It establishes architectural requirements and conformance expectations intended to support accountable enterprise AI operations. Publication does not constitute independent certification, validation of a production implementation, or a guarantee that all operational, technical, or governance risks have been eliminated.
