JAZB Enterprise AI Governance & Enforcement Framework v3.0.0 One Framework. Two Possibilities. The Judiciary AI Zero-Trust Broker (JAZB) Framework is a comprehensive, technology-neutral enterprise AI governance and enforcement framework designed to establish accountable human authority, responsible AI adoption, independent oversight, enforceable governance, and continuous assurance throughout the organizational AI lifecycle. Version 3.0.0 represents a major architectural and governance evolution, consolidating the previous JAZB Framework and Enforcement publication lines into a unified specification. The framework addresses enterprise AI management, risk assessment, lifecycle governance, trustworthiness, responsible use, data protection, privacy, human oversight, third-party dependencies, operational resilience, regulatory alignment, and implementation assurance. JAZB establishes a human-sovereign institutional architecture built around defined governance authorities, independent inspection, judicial adjudication, technical enforcement, and Enterprise AI Customs. Its foundational principle is that AI capability does not constitute legitimate Authority. The framework supports two operational configurations: Core Operation: A complete enterprise AI governance and protective enforcement configuration in which AI assists human decision-making, while consequential business actions remain under human execution. Independent inspection, judicial oversight, protective Actuation, and applicable Customs controls remain active. XAA-Enabled Operation: Extends the complete Core architecture to support explicitly authorized, bounded AI-initiated consequential transactions through judicial instruments, independent technical enforcement, and authorization validation at the point of effect. Organized into five Parts, 23 chapters, and 14 annexes, Version 3.0.0 establishes 195 normative requirements and 77 verification scenarios, supported by implementation guidance, technical contracts, evidence specifications, conformance procedures, and adversarial testing methodologies. JAZB is designed to serve as a primary enterprise AI governance framework while supporting interoperability with established governance, cybersecurity, risk management, and regulatory standards. Its technology-neutral approach allows organizations to select appropriate implementation technologies while retaining defined governance obligations and independently assessable outcomes. This publication establishes the authoritative Version 3.0.0 specification and baseline for subsequent implementation assessments, independent technical examination, and JAZB Verification and Threat Testing (VTT) research. Publication does not constitute proof of operational effectiveness, implementation conformance, or independent certification.
