This study aims to design and develop a website-based interactive learning media utilizing gamification concepts and a leveled quiz system at Sekolah Adi Widyalaya Gurukula Bangli. The development was conducted using the ADDIE model, which consists of Analysis, Design, Development, Implementation, and Evaluation phases. Data and system requirements were gathered through interviews, observations, and literature studies, which served as the foundation for determining user characteristics, learning needs, system features, and interface design. The system was developed involving three actors: students, teachers, and administrators. For students, the system provides subject and level selection, quiz execution, display of results and explanations, as well as gamification elements such as levels, points, stars, leaderboards, and rewards. Meanwhile, teachers and administrators are provided with features to manage learning, user data, questions, levels, and to monitor student progress. The system interface is designed to be simple and interactive by integrating Balinese cultural visual elements as the local identity of the learning media.Functional evaluation was conducted using Black Box Testing across 12 scenarios covering authentication processes, data management, learning, quiz execution, quiz results, and gamification features. The test results indicate that all main functions tested operated according to requirements and produced the expected outputs. Overall, the research findings demonstrate that the ADDIE approach can be effectively used as a framework for developing website-based learning media that systematically integrates leveled quizzes and gamification.
