Works register item D-202-219-61 (paper #216's Tolman entropy ledger, grade C) at its Wave 18 shape -- beyond the joint rates incl. the two coupled species, (a) an orbit-selection discharge for any coupled law graded at a named limit state and (b) a specific, non-generic joint (S, N_B) attractor whose equilibrium ratio's constants carry ledger-independent provenance, eta_B named explicitly, outputting ~11.5e9 units per baryon -- and reports an honest non-closure, narrowed further, at INCREMENTAL grade; neither of the crew's two items is closed. The record was searched whole (paper #216, the wider #216 record packet #444, the Wave 13/14 rate packets, and the chain #484/#493/#500/#507) and every candidate structure in it was stated and tested against the full shape including orbit selection: #216's own apparatus states no production or washout law and obtains its section 4 ledger by dividing the derived entropy per photon (3.6016; 7.0411 with neutrinos) by the measured eta_B = 6.1e-10 it prints (5.9042e9 in light, printed 5.9043e9; 1.1543e10 with neutrinos) -- the blackbody candidate in native dress; #444's three rules (carry the identity; produce/destroy a level-set line, dS/N_B = 5.8943e9 / 8.8464e9 / 1.1799e10 / 5.9033e10 at dN/N_B = 0 / 0.5 / 1 / 9; export shedding 1 - 1e-15) show an attractor would be the missing second equation in form only: the saturation cap is short by a factor 1.6648e9 at d = 1000 (target only at tuned log10 d = 4.9944e9), the blackbody pin reaches the target only through eta_B (target-implied eta_B = 6.1227e-10), conservation has no equilibrium, the two-zero ceiling outputs its hand-set constant 3.0, and the generic production-washout ratio is free (target only at P = 2.3000e9). Orbit selection is run on both sides: the linear attractor converges to its named equilibrium from (0.01, 1000) and (1e6, 1e-6), while the u-coupled law started on the invariant through its named state (S0 = 0.847214, invariant 0.000000) approaches it (S = 0.436079 at 200,000 steps, invariant -0.000745) against the generic start's invariant-selected floor 0.800008 -- the discharge is a condition on the orbit's invariant value, a datum requiring provenance. No record object carries both halves in one law (the attractor run backward flees its equilibrium, S = 1.4174e8 in 200 reversed steps; the evasion laws carry no baryon variable). Surviving residue: one law carrying an evasion leg and a specific attractor leg together, the orbit discharge in its computed form, and provenance-clean constants with eta_B named. No constant was fixed by consulting s/n_B. Quantum gravity NOT SOLVED; vacuum catastrophe NOT SOLVED.
