Works register item D-202-219-61 (paper #216's Tolman entropy ledger, grade C) at its Wave 21 shape -- provenance alone: a specific one-law attractor with provenanced constants, a provenanced orbit invariant, and, where the step equation is non-monotone, a provenanced solver branch -- and reports an honest non-closure, narrowed to exactly three named provenance gaps, at INCREMENTAL grade; the item is not closed. The packet is a provenance census: every attractor candidate and every orbit invariant the record states in this chain is audited against one stated test (provenance independent of the observed entropy per baryon and of eta_B via the derived factor 7.041), each row recomputed from the candidate's own printed constants, gated first on the predecessors' exhibits digit-for-digit (the joined law's invariant 172.880000, predicted floor 18.994623, orbit floor 18.994627; the combined species' floors 0.976491 / 0.969386, the fixed-point floor 0.750266, crossings at steps 32 / 21; the zero-limit closed form e = 1/(2(beta-1+r)) with 5/14 at r = 1). No candidate passes: #216's own ledger and blackbody equilibrium are dependent at the per-baryon step; the saturation cap is clean at natural counts and nine to ten orders low, tuned at the count that reaches (log10 d = 4.9944e9); conservation has no equilibrium; the two-zero ceiling outputs its hand-set constant; the generic production-washout family's ratio is free (sweep 0.5 / 5 / 50 / 500, target only at 2.3000e9) and its coupled extension's ratio (P - cQ/b)/(aQ/b) is free likewise (sweep 10 / 9.5 / 9 / 8, target only at 1.1500e9); the baryogenesis family attains the measured eta_B at every split; every stated invariant is a function of the starting datum alone; every solver branch used is unprovenanced as physics. Quantum gravity NOT SOLVED; vacuum catastrophe NOT SOLVED.
