This study aims to integratively examine transformational, transactional, and situational leadership in educational management and to develop a conceptual framework based on a synthesis of previous research. The study employed a qualitative approach using a Systematic Literature Review (SLR) design and thematic-narrative synthesis. The literature was searched through Scopus, Google Scholar, ERIC, and SINTA, with emphasis on recent publications and relevant theoretical sources. Literature selection was conducted based on predefined inclusion and exclusion criteria following the principles of PRISMA 2020. Data were extracted according to leadership characteristics, implementation contexts, research methods, major findings, and study limitations, and were subsequently compared across the three leadership approaches. The synthesis indicates that transformational leadership primarily emphasizes vision, change, inspiration, and member development; transactional leadership focuses on structure, targets, performance, monitoring, and accountability; while situational leadership emphasizes the adjustment of leadership behavior according to organizational conditions and member readiness. Based on these patterns, the study proposes an Integrative Educational Leadership Framework that positions the three approaches as complementary leadership functions: direction, structure, and adaptation. The framework is not proposed as a new leadership theory or as an empirically validated model, but as a conceptual framework derived from the synthesis of existing literature for understanding the complementary functions of the three approaches in educational management. These findings provide a conceptual perspective for advancing educational leadership research and offer a basis for future empirical investigation.
