Mainstream physics is trapped in a "parameter crisis": the Standard Model has 19 free parameters, ΛCDM has at least 6, and the number continues to grow. Every time a new observational anomaly appears, the mainstream response is not to question fundamental assumptions but to add new parameters to "fit" the data — this is the "meta-flaw" of the scientific establishment. This paper presents PFUSRC (Pythagorean Frustum Unified System), an ontology-driven descending-dimensional cosmic model. Starting from the ontological axiom that "zero is not nothingness, but a coupling interface," it derives the unique steady-state geometry of the universe as the 45° triple coaxial bicone, the intrinsic constant 12/11, the rigid dimensional chain 1→5→11, and the total of 55 global anchor points. Based on this foundational model, this paper achieves: (1) Zero-parameter unified explanation of 12 major physical anomalies (the Migdal effect, B-meson anomalies, Hubble tension, dark energy evolution, etc.), whereas the mainstream requires 20-30 free parameters; (2) Dual-AI cross-model logical verification, demonstrating that the theory is free from human paradigmatic bias; (3) A pendulum experiment as a desktop verification scheme, bringing the cosmic topological model into the realm of reproducible empirical testing; (4) 15 falsifiable predictions with exclusivity criteria. PFUSRC is not "new physics" but the "ontological foundation of physics." It marks the ascent of human cognition from the lower cone to the waist ring — from static, local, deterministic mathematics to dynamic, global, fuzzy topological mathematics.
