Discussion reveals challenges in soil fertility and rural development, highlighting the need for effective land management.
The goal of agrarian and land policy is the full use of the entire productive potential of agricultural land, ensuring access to land for all subjects of agricultural activity to provide food independence and export of surplus agricultural products to countries in need, organizing favorable economic conditions for the implementation of profitable agricultural activities, creating jobs and ensuring the income of rural households throughout the country with the creation of favorable conditions for human life and the necessary arrangement of rural areas with local systems: transport infrastructure; utilities infrastructure, electricity, gas, heat, water supply and sanitation, communications; social infrastructure; taking into account the natural, climatic, ecological, economic, social and demographic features of the rural population's way of life, and other features of agricultural activities based on land use planning and design documents in compliance with the requirements of agricultural regulations for the preservation of agricultural lands and soil fertility, environmental protection and environmental safety. The absence of truly effective mechanisms for forcing agricultural producers to the proclaimed responsible, non-exhaustive use of agricultural lands has led to the widespread vicious practice of unsustainable consumption of soil fertility. Low-income agricultural production without sufficient state support for agricultural producers in the Non-Black Earth Region has led to the depopulation of rural areas, the fragmentation and disappearance of villages and towns, the large-scale withdrawal of old arable lands from circulation, their sprawling and degradation. This article discusses the reasons of these phenomena and the ways to overcome them.
