This paper identifies barriers to dual-use production in the defense industry, suggesting cognitive technologies may enhance decision-making effectiveness.
The paper examines the drivers of transition to civilian and dual-use production within the frameworks of the state rearmament programs (GPV‑XNUMX and GPV‑XNUMX) and identifies principal organizational and managerial barriers to conversion — insufficient strategic planning, fragmented information flows and the lack of decision-support tools for weakly structured problem domains. A methodological framework is proposed that integrates systems analysis, logic-linguistic and semantic modelling, cognitive mapping and decision-theory to formalize heterogeneous information, anticipate risks at an early stage and generate coordinated managerial scenarios. Practical recommendations are provided: development of human capital in cognitive analytics and data science, phased piloting of expert systems, creation of integration platforms and data-exchange standards, development of model validation and audit methods, and state-corporate support for NBIC-related applied research.
