With fostering virtue through education as the overarching goal, information-literacy general-education courses must break from established patterns and reshape their objectives to achieve an organic integration of knowledge acquisition, competence development, and value guidance. Based on the OBE (Outcome-Based Education) approach, current information-literacy courses still face difficulties in integrating ideological and political education, namely an overemphasis on skills transmission at the expense of value guidance, and a disconnect between knowledge instruction and value leadership. In response, we reconstruct a course-objective system of knowledgecompetencequality, and build an information literacy + ideological-political education synergy model. Through coordinated advancement across four key levels, the model ultimately forms a virtuous cycle in which information serves ideological-political education, and ideological-political education elevates information literacy.
