Analysis identifies destructive factors affecting the logistics system of pharmaceutical distributors, highlighting the need for effective managerial decisions.
For pharmaceutical distribution companies, logistics operations represent an integral component of the overall functioning and interaction within the pharmaceutical market, involving a wide range of business entities. Their activities are inherently linked to a high degree of social responsibility and the necessity of ensuring economic security across all participants in this strategic sector of the state under conditions of martial law. A scientifically and practically substantiated study of the functioning of logistics systems of pharmaceutical distributors under martial law is critically necessary. This requires the identification of key destructive factors, a comprehensive analysis of their impact on the enterprise’s logistics system, an examination of contemporary models and concepts of logistics system adaptation in crisis conditions, and the development of effective managerial decisions to address the identified challenges, taking into account the scarcity of financial, informational, human resources, and time. The purpose of the article is to identify the destructive factors of martial law and their impact on the functioning of the logistics system of a pharmaceutical distribution enterprise in Ukraine, as well as to develop recommendations for improving its efficiency. The informational basis of the study comprised scientific works of domestic and foreign scholars, as well as online resources on the researched issues. Research methods: the study employed a set of scientific methods, including the analysis of scientific and technical literature and regulatory frameworks, the dialectical method, structural analysis, systemic and synergetic approaches, and general logical methods. The study establishes that a major priority lies in the integration of digital solutions, particularly the implementation of cloud technologies, the digitalization of document workflows, and the adoption of dynamic demand forecasting systems. Equally significant is the practice of inter-firm cooperation, including collaboration with state-owned enterprises. The regulatory and legal framework plays a dual role—both restraining and supporting—in safeguarding the stability of critical product supply. The impact of regulatory shifts was assessed according to the following criterion: regulatory instability and legal uncertainty. Frequent amendments to legal acts result in institutional volatility, compelling logistics units to rapidly adjust documentation processes, accounting procedures, and interactions with supervisory authorities. Consequently, the labor intensity of documentation adaptation increases, risks of regulatory non-compliance emerge due to delays in updating internal procedures, and supply disruptions occur as a result of postponed document processing. The findings indicate that approaches to adapting logistics to crisis conditions continue to evolve, improve, and deepen. The research identifies the main destructive factors affecting the functioning of the logistics system of distribution enterprises. Particular emphasis is placed on the role of regulatory governance and the importance of active cooperation with other market participants in order to enhance synergistic effects and strengthen competitive positions. The paradigm of managerial decision-making should be based on adaptation to the current chaotic conditions, taking into account that active hostilities may persist for a prolonged period of time and that international support may either rapidly decrease or cease altogether. The practical significance of the research results lies in the implementation of the proposed managerial decisions aimed at enhancing the efficiency of the enterprise’s logistics system and ensuring long-term resilience in the unstable environment of war. Future research should be directed toward identifying more effective models of cooperation and interaction between commercial enterprises and the state.
