The article examines the peculiarities of managing foreign trade business operations by using project management methods. The study identifies the peculiarities of management decisions made under conditions of limited access to foreign markets and heightened risks of domestic goods transportation due to ongoing hostilities. The paper examines the characteristics of Ukrainian and European transport infrastructure and its potential for use in multimodal transportation. It also analyzes the challenges faced by exporters of Ukrainian goods when transporting goods across the country’s customs. The dynamics of cargo transportation by the main modes of transport within the country were considered, the structure of export and import of the main groups of goods in 2023 was presented, and the movement of goods in 2022-2023 across the Ukrainian border was compared. Special attention is paid to the dynamics of rail, automobile, and water transportation both within Ukraine and abroad, as well as to the analysis of the reasons for such changes. Taking into account the risks faced by Ukrainian exporters and importers, the article proposes to use the project management methodology modified by the authors, known as the maturity model of the project management process, which integrates the strengths of primary project management with the ability for rapid management responses when designing a business operation. This model enables companies to adapt and modify the terms of cargo delivery. The proposed model for designing foreign economic business operations allows for the control of costs associated with the execution of the operation, the involvement of the necessary human resources, compliance with delivery timelines, and the management of risks during the execution of operations.
