On Improving Legal Support of the Quality of the Urban Environment in the Russian Federation

In the Russian Federation, in order to determine the urban environment quality index as a target indicator of the federal project “Formation of a comfortable urban environment”, a methodology for the formation of an urban environment quality index has been introduced. This methodology does not contain the definition of “comfortable urban environment”, however, it has 36 indicators for its assessment. This article distributes indicators according to the accepted elements of a comfortable urban environment, and concludes that it is advisable to improve the methodology under consideration by supplementing indicators characterizing individual elements of a comfortable urban environment.
