With the advent of the 4th Industrial Revolution and the rapid progress in cutting-edge technology, there is an increasing emphasis on the significance of research and development in science and technology.Consequently, the handling of chemical substances is experiencing a rapid surge in various fields, including secondary batteries, hydrogen energy, semiconductors, and quantum technology. In this study, we analyzed the facility safety standards of safety and health-related laws and regulations applicable to science and technology research facilities and reviewed improvement measures.First, all laws related to chemical safety and health administered by central ministries were examined to assess their suitability for application to science and technology research facilities based on specific material properties.Second, a detailed analysis of each provision of the special standards was carried out. This involved evaluating the applicability and suggesting improvement measures for fire and explosion prevention standards, indoor emission/ventilation standards, detection/alarm facility standards, and chemical storage facility standards. As a result, it was confirmed that the fire and explosion standards require reexamining the rupture disk standard to be applied to research facilities handling chemical substances. In ventilation and discharge facilities, it was reviewed that recognition of filter-type fume hoods as discharge facilities would be a major issue for strengthening field applicability. It was confirmed that installing appropriate equipment that secures chemical detection performance is an important factor. These results are anticipated to serve as foundational data for developing related policies and safety standards, contributing to the overall enhancement of safety in science and technology research environments.
