Abstract

本稿は,使用済自動車(ELV)リサイクル制度の比較,解体調査に基づく実態把握や将来推定を踏まえて,自動車プラスチックの循環利用に向けた課題と展望を整理した。日欧比較では,日本はASR処理と追跡管理に優位性を有する一方,プラスチックを含む素材のマテリアルリサイクル率の向上が課題にあることを示した。また,解体調査を通じて素材構成を明らかにするとともに,電装品等の化学分析から多様な資源性物質だけでなく難燃剤を含む化学物質も含有される実態を紹介した。さらに,精緻解体調査に基づくELV由来プラスチックの回収・循環利用の量的ポテンシャルの将来推定を行い,Car to Car の回収ポテンシャルは,欧州ELV規則案の基準 (3~5 %) を満たしうることを示した。日本市場特有の要因を踏まえつつ,PP以外のプラスチック樹脂素材も視野にいれたCar to Car を目指すことや,産官学コンソーシアムで議論されているX to Car の検討,上流から下流までを統合した循環設計が不可欠となる。
