Exploratory study evaluates digital readiness factors in local government, suggesting improved strategies for digital transformation.
Government digital readiness is one of the keys to the successful implementation of digital transformation. In Indonesia, the Electronic-Based Government System (SPBE) faces various obstacles related to government digital readiness, including: human resource readiness, knowledge readiness, IT readiness, strategic readiness, innovation readiness, partnership readiness, and cultural readiness in the "Nyari Gawe" application service. A holistic assessment of digital transformation readiness in public administration was conducted in this study by combining a theoretical approach (Organizational Digital Readiness Theory) and a practical approach in the field. This study used an exploratory sequential mixed methods design, involving 687 quantitative survey respondents and 3 qualitative interview informants at the West Java Provincial Manpower and Transmigration Office. Data were analyzed using descriptive statistical techniques and thematic analysis. Seven key factors of human resource readiness, knowledge readiness, IT readiness, strategic readiness, innovation readiness, partnership readiness, and cultural readiness were significant factors. This holistic study provides a different picture of organizational digital readiness from previous studies. The results of the study provide more effective and contextual strategic guidance for local governments to improve the implementation of digital transformation in the public sector.
