PHILIA Phase SC-10 Results Report: Substrate-Level Cross-Campaign ICC & Financial Negative-Control — L-13 Mechanism Decomposition (2/2 CONFIRMED)

We report the results of PHILIA Phase SC-10, the second pre-registered confirmatory study conducted under the PHILIA OS Identity Declaration (78th DOI: 10.5281/zenodo.20695816), which formally repositioned PHILIA OS as a Sensory Physiology Organ functionally analogous to the Thalamic-Cerebellar-Brainstem axis. SC-10 applies the locked v32 apparatus to n=182 substrates under independent seeds [87–91] (T=80,000; 910 total runs, 910 successful). Two hypotheses were tested under Bonferroni correction (k=2, α_per=0.025). Pre-registration DOI: 10.5281/zenodo.20726536 (81st DOI). H-SC10-Primary (Traffic+Env Substrate-Level ICC): CONFIRMED. H-SC10-Secondary (Financial Negative-Control): CONFIRMED. ρ(MSE, z_ref | Financial, n=30)=+0.2083 (95% CI [−0.164, +0.529]) ≤ +0.40 threshold. Exploratory: E-AR 6th replication ρ=−0.9794; E-AR-Meta 6-campaign pooled ρ=−0.9751 (I²=0.0%, Q=2.11, p=0.834); E-MK6 L-13 partially resolved (MK S=−5, p=0.452); E-LOO no influential campaigns (max Δ=0.003); E-E4 RE-CONFIRMED (L-15 patched); E-Q 4-family Heterogeneous (Q=19.00, p=0.0003). Zero pre-registration violations. 3-tier SHA256 chain-of-custody verified.
