In recent years, the utilization of street has been progressing in Japan, and in 2020, the “Corona Occupancy Exception” was issued to support restaurants. In this study, after organizing examples of the use of this system in Tokyo, we clarified the actual use in a shopping district in Shibuya Ward and presented findings for flexible and agile use of road space in times of emergency. In addition to spatial factors such as road width, the study showed that the local government’s attitude and the difficulty of the application procedure had an impact on the use of this system.
