Validation analysis reveals systemic institutional learning gaps in mountain search and rescue records, highlighting the utility of formal governance replay frameworks.
TSUMS is a Public-Layer Governance Execution Engine. This route-level longitudinal validation is a mountain-domain deployment of that architecture and does not redefine TSUMS as an accident-investigation, rescue, or route-safety system. This release applies Public-Record-Limited Governance Replay to a locked corpus of 18 Mabolasi Traverse mountain incidents from 2019 to 2026. It represents recurrent mountain risk through explicit RiskState, decision states, Stop-Loss Points, evidence-source maturity, record availability, epistemic states, T0 no-hindsight replay, missing-fact targets, source assertions, versioned evidence enrichment, and a common 14-stage End-to-End Governance Lifecycle. The release contains 85 field-level source assertions, 56 missing-fact-to-record-production-target mappings, official-record reconciliation, route-node and hazard-family matrices, and machine-readable replay objects. All five TSUMS core modules are represented through Public-Layer interfaces, but the degree of validation differs by module. The seven core structures are architecture-conformant; only their Public-Layer observable subsets are evaluated, while Protected Core execution logic remains excluded. Full lifecycle representation is established. Full lifecycle evidence completeness is not established. Unknown, unavailable, or non-public information is preserved as an explicit epistemic state rather than reconstructed through narrative assumption. The release does not establish a route-level accident rate, statistical hotspot ranking, cross-case legal liability, complete operational validation of every TSUMS module, or complete empirical validation of Protected Core structures. “Mabolasi Traverse” is the controlled English label used in this report. Official Taiwan sources also use “Mabolasi Crossing Trail,” “Mabolasih Hiking Route,” “Mabolasih Trail,” and “Mabolasih_Trail” for the 馬博拉斯橫斷/馬博橫斷 route family.
