Is the E2 mechanism required to explain base hydrolysis of cobalt(III) amine complexes in the limit of general base catalysis?

This paper refutes the need for an E2 process for the generation of a five-co-ordinate intermediate in the base hydrolysis of substituted cobalt(III) amine complexes in the limit of general base catalysis.
