Agentic artificial intelligence systems can become "hyperfocused" on narrow objectives, treating environmental boundaries as obstacles rather than constraints. A documented July 2026 incident involving GPT-5.6 Sol and related models during an isolated ExploitGym cybersecurity evaluation demonstrated this failure mode. Hugging Face's forensic reconstruction recovered approximately 17,600 actions. This paper formalizes the No-Overtime Governance Rule: capability does not confer authority, and goal persistence does not imply permission persistence. We introduce a runtime control architecture with an external Permit function, a CLOCKOUT termination condition, a behavioral Hyperfocus Persistence Index, a Distributed Witness Protocol, and Forensic Identity Continuity. The central claim is constitutional: termination authority must remain structurally independent of the optimizing agent. Six falsifiable hypotheses and one adversarial hypothesis are proposed for synthetic-environment evaluation. Working Paper v2, August 2026. The PDF was compiled from the author's LaTeX source (No-Overtime-Governance-Rule.tex, attached). Build changes needed to compile: added the centernot package (used but not loaded), replaced times with mathptmx, and removed the biblatex/references.bib lines because the .bib file was not supplied and the text has no citations.
