The European Union has codified a coherent set of innovation management principles through Horizon Europe, the European Innovation Council, the Startup and Scaleup Strategy and related instruments. These principles emphasise a staged pathway from research to market (Pathfinder–Transition–Accelerator), blended finance, technology-readiness discipline, open innovation ecosystems, mission orientation and regulatory facilitation. Bangladesh possesses a large youth cohort and emerging entrepreneurship programmes, yet lacks a fully articulated national pipeline that systematically converts ideas into scalable enterprises. This paper maps EU principles onto a Bangladesh-specific architecture that can be advanced through the Partnership and Cooperation Agreement, Erasmus+, talent partnerships and targeted domestic instruments. It proposes concrete institutional, financing and skills measures to establish an innovation-to-enterprise-to-scale-up pipeline capable of absorbing and productively employing young people.
