Bangladesh's scheduled graduation from least-developed-country status and the Partnership and Cooperation Agreement initialled with the European Union on 20 April 2026 create a narrow window to redesign the bilateral relationship around innovation and enterprise rather than tariff preferences alone. This article sets out a comprehensive innovation and entrepreneurship strategy for that partnership in the Neural Age. It combines multidimensional market measurement (the Economic Vulnerability Index, the Herfindahl–Hirschman Index and the Environmental Performance Index) with an analysis of trade architecture, digital regulation, sovereign compute and cryptographic security. The article proposes a three-stage, European Innovation Council-modelled pipeline for converting Bangladesh's youth dividend into export-ready firms, and draws on the EU–Vietnam rules-of-origin experience. It sets out mild-form transaction authentication and data validation for SME trade finance, and currency swaps collateralised by confirmed letters of credit. It maps the EU AI Act, GDPR adequacy, Digital Product Passports and Gaia-X onto Bangladeshi compliance timelines, and argues for a sovereign Bangla large language model that reduces the algorithmic Token Tax, supported by EuroHPC AI Factories and the Triple-Lock risk-governance framework. It also outlines a hybrid migration to NIST post-quantum standards for trade finance. Geographical indications, pharmaceutical autonomy and a cooperative Trade and Sustainable Development architecture complete the design. The contribution is an integrated, sequenced three-phase roadmap supported by seven figures, a statistical annex and an indicator dashboard.
