This study aims to explore human resource development strategies through e-learning and their implications for employee performance at PT Eka Boga Inti (HokBen) Tangerang City Branch. This study employed a qualitative approach with a phenomenological method. The research informants consisted of HR personnel, supervisors, internal trainers, and employees selected through purposive sampling. Data were collected through in-depth interviews, observation, and documentation. Data analysis was conducted using the Miles and Huberman interactive model, which includes data reduction, data display, and conclusion drawing. Data validity was tested through source triangulation and technique triangulation. The results show that the implementation of Hoka Learning as an e-learning medium plays a role in improving employees’ knowledge, skills, and performance, particularly in service, product mastery, and compliance with the company’s standard operating procedures. However, the effectiveness of its implementation is still influenced by operational workload, limited learning time, the quality of learning materials, supervisor support, and training evaluation that has not yet been optimized. Therefore, it is necessary to improve human resource development strategies by enhancing the quality of learning materials, providing more intensive mentoring, and conducting continuous learning evaluation so that the implementation of e-learning can provide more optimal benefits for both the company and employees.
