The intensifying verticalization of the Santos (SP) waterfront reopens the question of whether urban planning instruments sufficiently protect the coastal microclimate. Examining the Master Plan, the Land-Use Law, the Neighborhood Impact Study, and the Santos Climate Action Plan, this article finds that the Municipality already names the climate concern but has not converted it into a binding licensing criterion for the waterfront zone. Drawing on Urban Florestania, it proposes a socio-environmental adequacy matrix exposing this operational gap and suggesting paths for regulatory improvement.
