This study examines how hydrological retrofitting of existing buildings can complement public drainage in Santos, Brazil. An analytical literature review and an assessment of municipal legislation and documents were conducted. Imperviousness, basement parking, tidal influence and the heritage protection of drainage canals limit solutions based only on infiltration or enlargement of conduits. The study proposes integrating vegetated roofs, detention reservoirs and tide-informed operation into building envelopes without transferring public drainage responsibilities to private owners. It concludes that revising Municipal Decrees 5,998/2011 and 6,044/2012 can foster verifiable hydrological performance and retrofitting in priority areas.
