The paper provides a comparative analysis of the planned landscaping areas and normative values in new residential neighborhoods. Lack of green areas was studied on the example of three residential neighborhoods built in Samara in recent years (Yuzhny Gorod, Novaya Samara and Krutye Klyuchi). Publicly available master plans of the new neighborhoods were analyzed using ImageJ image analysis and processing software. It is revealed that the problem of lack of green areas is related to the lack of a unified environmental policy at the municipal level, as well as "loopholes" in environmental legislation. It is shown that the city administration does not closely monitor the fulfillment of regulatory requirements for landscaping. There are no effective public environmental control mechanisms at the city and regional level.
