This work presents Temporal Governance as a domain-independent principle for evaluating the sustainability of complex systems over time. Building upon the foundational framework introduced in VCore — Temporal Governance Framework (Voigt, 2026), this paper reframes time as an operational asset and formalizes temporal cost as a universal constraint on decision-making. Rather than proposing new optimization techniques, predictive models, or computational architectures, the article advances an epistemological argument: complex systems tend to fail not due to lack of performance or efficiency, but due to the absence of mechanisms capable of governing the accumulated temporal impact of decisions. By treating sustainability as a structural constraint — rather than an objective to be maximized — the work extends the historical lineage of system metrics beyond computability. It positions Temporal Governance as a complementary layer to classical computation, addressing the long-term continuity and coherence of systems across heterogeneous domains, including computational, organizational, and infrastructural contexts. This publication is intended as a conceptual and theoretical extension of the VCore framework, contributing to the formalization of temporal cost and to the broader discussion on how complex systems can be evaluated, governed, and preserved over time.
