The article examines the constitutional foundations of budgetary financing of education in the Russian Federation and explains their significance for shaping public expenditure obligations in the social sphere. It analyses constitutional provisions that directly affect the financing of education, as well as norms that indirectly establish value-based benchmarks and parameters of public budgeting. The study argues that the sustainable implementation of the constitutional right to education requires legal certainty, coherence of law enforcement, and predictability of budgetary decisions that secure a proper balance of public interests and citizens’ guarantees. It concludes that strengthening the systemic linkage between constitutional standards and budget-law mechanisms of financial support for education is essential for the development of the Russian legal order and the social-state model.
