The article examines the constitutional-legal model for exercising the right to education in the Russian Federation and identifies the core legal guarantees that secure its practical implementation. It analyzes the normative and organizational components of the mechanism ensuring accessibility of education, emphasizing the role of legal certainty and procedural safeguards in maintaining equality of opportunity within educational relations. Particular attention is given to distinguishing the exercise of an individual right from the state’s guarantee-based support, as well as to the impact of multi-level regulation and administrative practice on the unity of law application. The article outlines general avenues for improving the legal mechanism for implementing the right to education in the interests of the individual, society, and the state.
