Analysis of mechanisms ensuring the right to education in Russia, highlighting legal frameworks and standards.
The article examines mechanisms for implementing the right to education in correlation with the national priorities of the Russian Federation and international human rights standards. It analyzes the multi-level structure of legal support for this right, including constitutional guarantees, administrative and managerial instruments, quality standard-setting, and procedural means of protecting the rights of participants in educational relations. The study substantiates the importance of legal certainty, a clear distribution of public authorities’ competences, and accessible forms of education for the effective realization of constitutional guarantees. The article concludes that a coordinated development of legal regulation and law-enforcement practice is required to ensure the stability of the educational system and to strengthen the state’s social potential.
