The problem in this study stems from the low understanding of concepts among third-grade students in Science and Social Studies (IPAS) learning at SD IT Darul Muhsin Makassar. This study aims to improve students' IPAS concept understanding through the application of local wisdom-based Pop-Up Book media. This research employed a Classroom Action Research (CAR) approach conducted in two cycles, with each cycle consisting of planning, implementation, observation, and reflection stages. The research subjects consisted of 14 third-grade students—comprising 5 male students and 9 female students—along with one classroom teacher. Data collection was carried out through observation, concept understanding tests, and documentation, while the data analysis techniques utilized were quantitative descriptive and qualitative descriptive analysis. The results of the study indicate that the use of local wisdom-based Pop-Up Book media successfully improved students' concept mastery following the implementation of learning actions utilizing this medium. This improvement is evident from the classical learning completeness percentage, which increased from 57.14% in cycle I to 92.86% in cycle II. The teacher's teaching activity also progressed from a percentage of 57.14% in the first meeting of cycle I to 95.24% in the second meeting of cycle II. urthermore, students' learning activities showed an increase, reaching 95.24% with a "good" category by the end of cycle II. Based on the research findings, it can be concluded that the application of local wisdom-based Pop-Up Book media is capable of improving the IPAS concept understanding of third-grade students at SD IT Darul Muhsin Makassar.
