The article examines macroeconomic channels linking real income growth and poverty reduction. Unequal distribution of growth benefits motivates the study. Systems analysis, comparative statistics and decomposition logic are applied. Poverty trends in Uzbekistan and the Samarkand region during 2021–2025 are compared. Despite substantial poverty reduction, Samarkand recorded slower real disposable income growth than the national average in 2025. The paper proposes a five-component mechanism combining price stability, productive employment, investment, targeted transfers and results-based monitoring. This framework supports the assessment of inclusive regional economic policies.
