The article presents approaches to the formation of a system of indicators of documents of strategic planning, based on the principles of indicativity and decomposition. It is proved that the key indicators of the strategic planning system can be indicators from the basic goal-setting documents, reflecting not only the targets of socioeconomic development and ensuring national security, but also having certain ranges of values, being within which characterizes the absence of risks of achieving the goals. It is shown that an effective system of indicators of strategic planning documents should be built taking into account the requirements of the decomposition of indicators.
