The range of this series is: how the capital, fame, status and qualifications that people accumulate in the Emergence Layer become, in others' decisions, power acting on others; how an institution does not aim at reducing it, but checks how it is used; how the supply undertaken by a construct that does the work of the Base Layer is secured, beyond checks; how growth is not opposed and yet is kept from sliding into colonization; how conditions are given for people's emergence without deciding their direction for them. Before setting to work, this paper first clears away what an economy is not. A newspaper in Apple City ran a headline saying that the Qiao family's assets equal three hundred years of wages for the whole town of Bluekiln; of two letters from readers, one said that the gap itself is an injustice, the other that the Qiao family had not taken a single coin from Bluekiln; a Crossways spokesperson said that what Crossways is worth is given by the market. Each of these three statements answers a question, and none of them is the one this series asks. An economy is not only capital: fame, status, qualifications and attention are in it too, while reputation is not among the things accumulated. Capital is not the source of power; power lies in the position that can mobilize accumulation. The market is not a super-subject that takes responsibility; "the market set it" cannot answer on behalf of a position that actually made a decision. Economic power is not another kind of power: one and the same recognition-based position shows a power-face when it actually converges others; so this series does not take distributional outcomes as its end point, nor does it let a comparison of wealth issue the status quo a certificate of innocence. The cut is by source, not by public and private: granted power and accumulated power are each subject to their own checks, and one position can have both sources. The ought is addressed to constructs, whatever their size. The Base Layer is to be secured, the Emergence Layer supported. The sections that follow set out the three layers, how DD is written, and "judge the operation, not the person," settle the accounts handed over from upstream, and give the papers and the conventions of the whole series. The interfacing with the tradition is made in place at one point: Walzer, in *Spheres of Justice*, asks how a good is kept from going beyond its own sphere; this paper paraphrases him only from a secondary summary, and the relation between the two positions will be written once the original has been examined. This paper sets up no proposition; each of the points it clears away is argued in the papers that follow. Related works Relation Identifier Scheme Resource type Title References 10.5281/zenodo.19328662 DOI Publication / Preprint How Is Institution Possible: From Inter-Ontological Remainder to Co-Constructive Framework (SAE Foundational Paper 6) References 10.5281/zenodo.23269330 DOI Publication / Preprint What an Institution Is Not (SAE Institution Theory, Prequel) References 10.5281/zenodo.23269635 DOI Publication / Preprint To Whom the Ought Is Addressed (SAE Institution Theory, Paper 1) References 10.5281/zenodo.23270384 DOI Publication / Preprint Not Crossing the Line (SAE Institution Theory, Paper 2) References 10.5281/zenodo.23270766 DOI Publication / Preprint Guarding the Line (SAE Institution Theory, Paper 3) References 10.5281/zenodo.23271324 DOI Publication / Preprint Open to Questioning (SAE Institution Theory, Paper 6) References 10.5281/zenodo.23272468 DOI Publication / Preprint Institution Theory and the Tradition: The Address of the Ought (SAE Institution Theory, Paper 0) References 10.5281/zenodo.23411670 DOI Publication / Preprint What a Government Is Not (SAE Theory of Government, Prequel) References 10.5281/zenodo.23413112 DOI Publication / Preprint Guarantee (SAE Theory of Government, Paper 3) References 10.5281/zenodo.23413511 DOI Publication / Preprint Questioning and Bearing (SAE Theory of Government, Paper 6) References 10.5281/zenodo.23815796 DOI Publication / Preprint The Close (SAE Theory of Inter-State Cooperation, Paper 8) References 10.5281/zenodo.20368866 DOI Publication / Preprint What Power Is Not · Shi (SAE Power Theory, Prequel) References 10.5281/zenodo.21093939 DOI Publication / Preprint The Interface and Transformation between Recognition-Based Rights and Power (SAE Rights Theory, Paper 4) References 10.5281/zenodo.21212595 DOI Publication / Preprint On the Limitation and Violation of Basic Rights (SAE Rights Theory, Paper 5) References 10.5281/zenodo.21252863 DOI Publication / Preprint On the Cultivation and Diachronic Unfolding of Rights (SAE Rights Theory, Paper 6) References 10.5281/zenodo.22853810 DOI Publication / Preprint On Accountability · Wei (SAE Rights Theory, Specialist Paper) References 10.5281/zenodo.20046168 DOI Publication / Preprint The Reputation Economy · Dao (SAE Moral Law, Paper 3) References 10.5281/zenodo.19358010 DOI Publication / Preprint Four Layers of Economic Rationality: A Diagnostic Extension of the Rational Agent from Dimensional Sequence Theory (SAE Economics, Paper 1) References 10.5281/zenodo.19384446 DOI Publication / Preprint Dimensional Sequence Economics in Mixed Markets: Remote Observation, Clustering, and Emergence (SAE Economics, Paper 3) References 10.5281/zenodo.19394738 DOI Publication / Preprint The Structural Inevitability of 15DD Emergence in Free Markets: From Baseline Collisions to Perceptual Leap (SAE Economics, Paper 5) References 10.5281/zenodo.19396633 DOI Publication / Preprint Kingdom of Ends vs Kingdom of Means: Phase-Transition Acceleration in the Age of AI (SAE Economics, Paper 6)
