When what has been accumulated is turned to some other effect, where must a gate be set? This paper names two: accumulation is not converted into domination over people's Base Layer; accumulation is not converted into control over questioning. Several matters in the Kingdom State run through the whole paper: the employment contract of Bluekiln Porcelain Works made departure conditional on the company's consent while the wage advance remained unpaid; Sundial Ratings downgraded Apple City, which had supported a marketplace bill, while one of Sundial's major shareholders at the same time set the direction of Crossways, the company that bill is aimed at; after Crossways bought the review platform Echo Wall, a workshop's score was dragged down by a batch of newly registered accounts, and the record shows only one place of appeal, which gives no reasons; nine members of the Economic Committee of the State Legislature received donations from Crossways, the committee struck out the breakup clause by eight votes to seven, and the division head who had led the review went to Crossways four months after leaving office; Crossways Pay's settlements were delayed by three days, and the state gave it an emergency loan with conditions attached. The first gate stops converting what people need to sustain their lives into control that compresses their life-substrate, and stops using money, housing and the manner of paying wages to place people's ability to leave, refuse or revoke a standing bond under another party's control; a signature does not change this reading. The second gate stops the party questioned from acquiring a standing in which it can on its own close off questioning, correction or delivery; channels of questioning may have responsible positions; the account does not belong to the party whose accounts are kept, nor to any single keeper of accounts; shareholding and fee relations do not in themselves settle the matter, and the judgment lies in structure. Political–economic separation runs in both directions, and is the extreme case of the second gate at the level of public power: money does not buy that share of political power which reviews and questions it, and decisions made in a position are not cashed in, either, as wealth later obtained from the party the position questioned; donation, employment and purchase do not stand in for each other's verdict. Outside the two gates, exchange in the Emergence Layer is left open as usual; not running into the two gates does not certify the rest. Public support obtained through structural dependence is not an endorsement: the party that gives the support must explain, and the party that receives it is questioned as usual. Three interfaces are made in place: at political–economic separation, a sentence of Smith on legislative proposals from dealers (confirmed in the original); Walzer's "blocked exchanges" and Sandel's two objections concerning the limits of markets, both relied on only through secondary summaries, with the points of comparison listed and no conclusion drawn as to whether they stand together or apart. The paper has five propositions (E21 to E25), each stated at the end of its section and listed together at the end. Related works Relation Identifier Scheme Resource type Title References 10.5281/zenodo.19328662 DOI Publication / Preprint How Is Institution Possible: From Inter-Ontological Remainder to Co-Constructive Framework (SAE Foundational Paper 6) References 10.5281/zenodo.21093939 DOI Publication / Preprint The Interface and Transformation between Recognition-Based Rights and Power (SAE Rights Theory, Paper 4) References 10.5281/zenodo.21212595 DOI Publication / Preprint On the Limitation and Violation of Basic Rights (SAE Rights Theory, Paper 5) References 10.5281/zenodo.21252863 DOI Publication / Preprint On the Cultivation and Diachronic Unfolding of Rights (SAE Rights Theory, Paper 6) References 10.5281/zenodo.20046168 DOI Publication / Preprint The Reputation Economy · Dao (SAE Moral Law, Paper 3) References 10.5281/zenodo.23269635 DOI Publication / Preprint To Whom the Ought Is Addressed (SAE Institution Theory, Paper 1) References 10.5281/zenodo.23270384 DOI Publication / Preprint Not Crossing the Line (SAE Institution Theory, Paper 2) References 10.5281/zenodo.23271324 DOI Publication / Preprint Open to Questioning (SAE Institution Theory, Paper 6) References 10.5281/zenodo.23413112 DOI Publication / Preprint Guarantee (SAE Theory of Government, Paper 3) References 10.5281/zenodo.23413511 DOI Publication / Preprint Questioning and Bearing (SAE Theory of Government, Paper 6)
