The first five papers wrote mostly of checks: where accumulation becomes a chokepoint that others cannot get around, how checks increase with the power-face, which two conversions must have gates, and how growth keeps from sliding into colonization. This paper turns to the positive side: toward people's emergence in the economy, what does an institution give? It asks five things: whether 15DD emergence in the free market is inevitable, and to what degree; whether the people of the present must wait for an emergence that is inevitable; what it is that an institution gives, and whether it can manufacture emergence; how securing in the Base Layer and support in the Emergence Layer are kept apart; and where an amply given support stops. Two forms of support after the cutback at Bluekiln run through the whole paper: the State Labor Agency's unemployment benefit, training subsidies, relocation subsidies and small start-up loans, for which applicants are not asked where they will go; and the Qiao Foundation's New Bluekiln Program, three years of living allowance at about ninety percent of former wages, on condition that the recipient train on one of three roads the Foundation has set and not work for any other porcelain enterprise for three years. The households of Springhollow with bedridden elderly members when the water was cut off, and the veteran kiln worker's workshop, each come back in one place as well. The conclusions are these. In markets that meet three premises, emergence is a structural inevitability; falling back is possible, the direction does not change, and the direction is not a timetable. Inevitable emergence is not paid for by the people of the present, and present harm cannot wait. An institution gives general conditions that do not designate content; the conditions must be within reach; it does not manufacture emergence. The Base Layer is to be secured and the Emergence Layer supported; the two layers are not traded for each other, and neither direction is permitted: securing in the Base Layer is not obtained in exchange for restrictions in the Emergence Layer, nor may the Base Layer be left empty in exchange for more choice in the Emergence Layer. Support in the Emergence Layer may carry content, and what is lost by refusing it is to be examined. Cultivation needs the two layers together, and the thickness of securing does not prove cultivation. Support may have particular content, but does not acquire the authority to decide a person's direction. Cultivation on the side of the institution and on the side of the person are read apart. Along the way the paper takes up Hayek's "The Use of Knowledge in Society" and Kant on paternal government. The last section closes the whole series. The paper has eight propositions (E32 to E39), each stated at the end of its section and listed together at the end. Related works Relation Identifier Scheme Resource type Title References 10.5281/zenodo.23269635 DOI Publication / Preprint To Whom the Ought Is Addressed (SAE Institution Theory, Paper 1) References 10.5281/zenodo.23270384 DOI Publication / Preprint Not Crossing the Line (SAE Institution Theory, Paper 2) References 10.5281/zenodo.23270766 DOI Publication / Preprint Guarding the Line (SAE Institution Theory, Paper 3) References 10.5281/zenodo.23270922 DOI Publication / Preprint Conditions (SAE Institution Theory, Paper 4) References 10.5281/zenodo.23271324 DOI Publication / Preprint Open to Questioning (SAE Institution Theory, Paper 6) References 10.5281/zenodo.23272468 DOI Publication / Preprint Institution Theory and the Tradition: The Address of the Ought (SAE Institution Theory, Paper 0) References 10.5281/zenodo.23413112 DOI Publication / Preprint Guarantee (SAE Theory of Government, Paper 3) References 10.5281/zenodo.21252863 DOI Publication / Preprint On the Cultivation and Diachronic Unfolding of Rights (SAE Rights Theory, Paper 6) References 10.5281/zenodo.23779070 DOI Publication / Preprint The Reverse Phase Transition (SAE Theory of the State, Companion Study) References 10.5281/zenodo.19656617 DOI Publication / Preprint SAE War Treatise: How Cultivation Is Not Swallowed by War Itself References 10.5281/zenodo.20262737 DOI Publication / Preprint The Institutional Architecture of Mixed Reality: The Phase-Transition Evolution of Cultivation and Colonization (SAE Moral Law, Paper 9) References 10.5281/zenodo.19393913 DOI Publication / Preprint The Phase-Transition Window of the Free Market: The Homologous Skeleton of ZFCρ and SAE Economics (SAE Economics, Paper 4) References 10.5281/zenodo.19394738 DOI Publication / Preprint The Structural Inevitability of 15DD Emergence in Free Markets: From Baseline Collisions to Perceptual Leap (SAE Economics, Paper 5) References 10.5281/zenodo.19396633 DOI Publication / Preprint Kingdom of Ends vs Kingdom of Means: Phase-Transition Acceleration in the Age of AI (SAE Economics, Paper 6)
