This article examines the key challenges arising at the intersection of digital transformation and human resource management for industrial enterprises in the 2025–2026 context. An empirical analysis of regions in the Central Federal District reveals systemic relationships between digital maturity, human resource shortages, macroeconomic constraints (the federal budget deficit, the VAT increase to 22%), and new risks associated with mobile internet restrictions. Mechanisms for aligning digital and human resource management within regional industrial policy are proposed, including linking support measures to human resource commitments, developing dual training, and implementing a risk-based monitoring system.
